AI Contract Overview

This National Science Foundation postdoctoral fellowship focuses on advancing environmental seismology to better monitor and characterize destructive debris flows in remote mountainous regions. The project aims to develop and validate a physics-based mathematical seismic model that can estimate key debris-flow properties, such as flow velocity, grain-size distribution, and channel slope, directly from seismic observations. By improving the ability to monitor these hazards remotely, the research seeks to enhance hazard assessments and the effectiveness of early-warning systems for at-risk communities and infrastructure. The research will be executed in three phases, beginning with calibration at the US Geological Survey Experimental Debris-Flow Flume in Oregon, followed by application to natural events at Tahoma Creek on Mount Rainier, and concluding with a global generalization using the Exotic Seismic Events Catalog. Beyond the technical modeling, the fellowship includes a commitment to educational outreach through the creation of teaching materials and the mentoring of undergraduate researchers. This comprehensive approach integrates seismic data, geomorphic measurements, and numerical modeling to create a transferable framework for monitoring hazardous mass movements worldwide.

Full Description

Debris flows are destructive, fast-moving mixtures of water, mud, rocks, and other debris that threaten communities, transportation corridors, and critical infrastructure in mountainous regions worldwide. These events often occur in remote and inaccessible terrain, making direct monitoring impractical. This postdoctoral fellowship project will advance the use of environmental seismology for natural-hazard monitoring by developing methods to estimate key debris-flow properties directly from seismic observations. Improved characterization of debris flows will support the national interest by helping scientists better understand how these hazards evolve and will support future efforts to improve hazard assessment and early-warning capabilities. Additionally, the project will support the development of teaching materials on debris flow hazards and the mentoring undergraduate researchers, helping to prepare the next generation of geoscientists. This postdoctoral fellowship project will expand and validate a physics-based mathematical seismic model of debris flows, originally developed for idealized conditions, and adapt it to naturally occurring debris flows in variable, complex channel conditions, as found in natural settings. The research will investigate how variations in grain-size distributions, flow velocity, channel slope, and sediment-bed interactions influence the seismic power generated by debris flows. The project will proceed through three stages: (1) calibration and testing using highly instrumented experiments from the US Geological Survey Experimental Debris-Flow Flume in Oregon, (2) application to well-characterized natural debris flows recorded at Tahoma Creek on Mount Rainier, and (3) generalization of the model using debris flow events compiled in the Exotic Seismic Events Catalog and related global datasets. By integrating seismic observations, geomorphic measurements, and numerical modeling, the postdoctoral fellow will develop a framework to estimate debris flow characteristics from seismic data in settings where direct observations are limited or unavailable. The expected outcomes of this project include improved understanding of the physical controls on debris flow seismic signals and a transferable modeling approach that links seismic observations to debris flow dynamics across various channelized environments. These advances will strengthen the scientific foundation for remote monitoring of hazardous mass movements and contribute to more resilient early warning systems for communities facing natural-hazard risks. This award reflects NSF's statutory mission and has been deemed worthy of support through evaluation using the Foundation's intellectual merit and broader impacts review criteria.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

Solicitation # FA865226SC003
The Air Force Research Laboratory (AFRL) Enterprise Commercial Solutions Opening (CSO), solicitation FA8652-26-S-C003, is an overarching enterprise framework designed to acquire innovative commercial products and services. Issued under the authority of 10 USC 3458 and DFARS Subpart 212.70, the CSO establishes a structure for issuing competitive solicitations known as Spirals. These Spirals target a wide range of Areas of Interest (AOI) across the Air, Space, Cyberspace/Electronic Warfare, and Cross-Domain technology domains, including hypersonics, cybersecurity, quantum technologies, and human-machine teaming. Resulting awards may take the form of fixed-price FAR Part 12 contracts or Other Transactions for Prototype (OTP). Foreign participation is strictly prohibited. The acquisition process typically follows a two-step approach for Spirals. In Step One, offerors submit a Commercial Solutions Brief (CSB) consisting of a PowerPoint briefing and a white paper. Those categorized as Selectable are invited to Step Two to submit a full Commercial Solutions Proposal (CSP), which includes a technical proposal, a Statement of Work, and a price proposal with an editable Excel pricing model. Evaluation is conducted via subject-matter expert peer review, focusing on technical merit, applicability, importance to agency programs, and funding availability. Strict security and compliance requirements are in place, including mandatory security risk reviews for all senior and key personnel to mitigate foreign influence.
