Combined Synopsis and Solicitation


This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR part 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.


Request for Quote (RFQ) number is N6660426Q0198.


The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a purchase order to CIAO Wireless Inc. on a Sole Source basis for Power Amplifiers detailed in the table below.


Ciao Wireless is the only qualified source capable of producing these components to meet all the functional and performance parameters required within the Government’s infrastructure. These components have been fully integrated into Government infrastructure designs and other ancillary system components and are tailored to work with these specific amplifiers.


The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered for the purposes of determining whether to conduct a competitive requirement in the future.  


This procurement is unrestricted as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP) and Small Business Administration Procurement Center Representative (SBA PCR). The North American Industry Classification System (NAICS) code is 334511. The Small Business Size Standard is 1,350 Employees.

Required delivery is 120 after date of contract (ADC) or sooner.


Delivery shall be FOB Destination, Newport, RI.


The CMMC level required by this RFQ is: CMMC Level 2 (Self-Assessment). This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) or controlled unclassified information (CUI) during performance of the contract. See Provision 252.204-7025 and Clause 252.204-7021, included in this RFQ.


The Offeror shall provide, in its offer, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of the contract resulting from this RFQ.


Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC).

52.217-7 Option for Increased Quantity-Separately Priced Line Item.


The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 1 Day. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
