Solicitation # HT003826SC005-AOI0002
The Defense Health Agency (DHA), through the Enterprise Intelligence and Data Solutions (EIDS) Program Management Office, is seeking commercial solutions for the operations, sustainment, modernization, and development of the Data Exchange Platform (DxP). This initiative, published under Commercial Solutions Opening HT003826SC005, aims to maintain mission-essential legacy services—including the Data Exchange Services (DES), Central Health Data Repository (CHDR), and ACS-DAL environments—while transitioning to a scalable, cloud-native, API-driven architecture. Key technical objectives include adopting FHIR R4 and OMOP CDM standards, implementing Zero Trust security, and evolving toward AI/ML-ready capabilities to support secure interoperability between the DHA, Department of Veterans Affairs, and other federal healthcare partners. The procurement follows a multi-phase evaluation process, with Phase I responses due by October 28, 2026. Phase I submissions are evaluated on a Go/No-Go basis focusing on technical feasibility, operational strategy for zero-disruption modernization, commercial maturity, and security alignment. While the government anticipates a Firm-Fixed-Price structure and a 12-month base period, the final award instrument may be a FAR-based contract or a prototype other transaction agreement, with an anticipated award date of March 2027. Selected vendors must demonstrate a robust DevSecOps approach and a realistic staffing pipeline meeting necessary security clearance and facility access criteria.

AI Contract Overview

Winona State University, part of the Minnesota State Colleges and Universities System, intends to enter into a three-year single-source contract with PowerSchool - Intersect for the purchase of prospective student names. This procurement is designated as a single source because PowerSchool - Intersect maintains an exclusive partnership with Naviance, a widely used K-12 college readiness platform. This exclusivity makes PowerSchool - Intersect the only vendor capable of providing a direct 1:1 interface with high school Naviance systems, which is critical for the university's student recruitment and data exchange workflows. The procurement process is non-competitive, and as such, there are no formal solicitation documents, evaluation factors, or competitive bidding requirements. The contract will be managed with Net 30 payment terms and will be performed remotely via software integration. The notice period for this award is open from September 4, 2025, to September 18, 2025. Any concerns regarding this single-source opportunity must be submitted to Beth Comero via email by September 17, 2025, at 2:00 p.m. Central Time, referencing solicitation number SRC-WSU-2026-000476.

This is a single source posting notification; there are no solicitation documents. Winona State University intends to enter into 3 year contract with PowerSchool - Intersect. PowerSchool - Intersect is a company that hosts multiple K-12 platforms and services. Due to their exclusive partnership with Naviance (a common nationally utilized K-12 College readiness platform – used within the Winona State University), PowerSchool - Intersect is currently the only service/application that interfaces directly with the high schools’ Naviance systems 1:1 For this reason, this renewal has been deemed a single source due to the inability to receive mandatory support from a 3rd party vendor. If anyone has any concerns regarding this single source opportunity, you must contact Beth Comero at contact@example.gov before 09/17/2025 at 2:00 p.m. Central Time.
