Colonial Behavioral Health is soliciting Conceptual Phase PPEA Proposals that follow the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) Guidelines. This solicitation is for interested teams that have experience in the design and construction of Crisis Services Centers and/or similar type facilities. From the responses received, CBH intends to select a qualified Proposer to provide turn-key design and construction services for the demolition and construction of a Crisis Services Center.Project Description: The project includes the design and construction of an approximately 14,000 square-foot Crisis Services Center (CSC) located at the site of the existing Building 3 At Eastern State Hospital (ESH) in Williamsburg, Virginia. The new facility will consolidate all CBH crisis services under one roof, including administration, Mobile Crisis, Emergency Services, Crisis Receiving Center, Crisis Stabilization, and Crisis Intervention Team Assessment Center (CITAC). Site work will include the demolition of the existing ESH Building 3, connection of water, sewer, stormwater management, power, and other utilities as necessary, installation of parking/pavements and sidewalks to provide access, and landscaping. The overall program budget for construction and other soft costs is $12m.
