PQ List for Tree Planting

The City of Pittsburgh Office of Management and Budget is soliciting applications for solicitation 2026-PQMA-329 to establish a pre-qualified list of contractors for tree planting services. This two-step process allows qualified vendors to be placed on an approved master agreement list, after which they may submit quotations for specific scopes of work. The initial contract period runs from the date of execution through June 30, 2030, with a response deadline for the pre-qualification application of March 31, 2030. All application packets must be submitted electronically via email to contracts@pittsburghpa.gov and should not be uploaded through OpenGov Procurement. The scope of work encompasses comprehensive tree planting and related activities, including sidewalk saw-cutting and removal, installation of tree grates and block stone surfaces, removal of dead trees, soil amendment, and ongoing maintenance such as watering and pruning. Contractors are required to provide all necessary tools and equipment and must be able to provide oversight by a Certified Arborist when requested. Adherence to approved species lists for streets, parks, and restoration projects is mandatory, with specific requirements for planting mixes and species concentration. Award eligibility is based on a pass/fail evaluation of responsiveness and responsibility, with the final award granted to the lowest responsive and responsible bidder. Key requirements include providing a W-9 form, a Statement of Affiliations, and third-party DBE certifications. Selected contractors must maintain significant insurance coverages, including general liability, automotive liability, and umbrella liability, and must provide performance and payment bonds equal to 100% of the contract price. Compensation is structured on a time and materials basis subject to a project-specific not-to-exceed amount, with standard payment terms of Net 45.
