The City of Atlanta, through its Department of Aviation (DOA), is preparing to conduct a Multi-Step Competitive Sealed Bid process culminating in an Invitation for Bid (IFB) to select a qualified firm to provide professional aviation planning and technical support services for Hartsfield-Jackson Atlanta International Airport. This procurement focuses on firms with demonstrated expertise in aviation planning, technical capabilities including proficiency with specialized software tools (such as PM Web, Success Estimator, AutoCAD/Revit, and various aviation modeling software like SIMMOD and VISSIM), and strong experience in cost estimating. The chosen consultant will support the ATLNext Capital Improvement Program and the update of the Airport Master Plan, expected to be finalized by late 2025. The scope includes comprehensive planning studies that cover landside and airside infrastructure, support facilities, system technologies, facility repurposing, aviation demand forecasting, and benefit-cost analysis aligned with FAA funding criteria. Deliverables will be managed under individual Task Orders post-award and must comply with City-specific standards for BIM deliverables, cost estimating procedures, invoicing through OLIS, and ongoing coordination with multiple jurisdictions including Clayton and Fulton Counties, as well as neighboring cities. This contract arrangement is structured as a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) framework, without a set contract value or fixed period defined at the solicitation level; workload and timelines will be established via Task Orders. Although the solicitation outlines mandatory requirements for specialized software licenses, modeling tools, and adherence to quality assurance and control protocols, it does not contain formal FAR clauses or standard federal contract certifications. Proposal evaluation during the prequalification phase will be based on firm experience, team qualifications, technical and software proficiency, and relevant cost estimating expertise, although no detailed weighting or basis of award criteria are disclosed. Payment and invoicing processes are centralized through the City of Atlanta’s OLIS platform, and all contract administration and project reporting will be coordinated with the DOA’s Integrated Project Delivery team. The solicitation emphasizes stringent standards on deliverable formats, BIM Level of Development compliance, and collaborative project execution to ensure alignment with the City’s aviation planning goals and capital improvement objectives.
