This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QE0000046 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO), initiated under Executive Order 14275: Restoring Common Sense to Federal Procurement. 


The applicable North American Industry Classification System (NAICS) code is 541380. The small business size standard is $19M annual average receipts. This solicitation is 100% set-aside for small business. All responsible small business sources may submit a quotation which shall be considered by the agency.


This is a brand-name requirement using the authority in FAR 12.102(a), FAR Class Deviation 25-21 Rev.1 for FAR Part 12.  It is anticipated that a firm-fixed price purchase order will be awarded on a brand-name basis. There are only two (2) manufacturer brands that have been deemed Technically Acceptable by the US Coast Guard Engineering for the items listed in the Attachment 1 -Requirements, Jet-Care International, Inc. (CAGE Code 44JF6) or Aviation Laboratories, Inc. (CAGE Code 0ESF5). Only their brand items will be considered for award; no substitute or alternate parts will be accepted. All items shall have clear traceability to the Original Equipment Manufacturer (OEM). Traceability means a clear, complete, documented, and auditable paper trail that traces each step from an OEM or an OEM approved source.  All items shall be FACTORY NEW.


A full description of the Requirements may be found in Attachment 1 - Requirements. Small business concerns having the expertise and required capabilities to provide these parts, by the required delivery date, shall submit Attachment 1 – Requirements, after having completed the highlighted areas.
