The agency is seeking information on tools, practices, and approaches to reduce the time and cost of verifiable compliance checking for network security requirements by two to three orders of magnitude. The objective is to develop a capability that can process natural-language requirements documents, such as Zero Trust Architecture or Commercial Solutions for Classified packages, and concrete network configurations to identify inconsistencies, redundancies, and incompleteness in an offline phase, while providing near real-time verification of configurations with human-understandable output. This RFI is not a formal solicitation for proposals and does not constitute a binding contract. Interested respondents must submit their information by November 13, 2026, via email to [email hidden]. Submissions should consist of a one-page narrative and up to two slides featuring visual depictions of key concepts, including a completed version of Table 1. FTA Broad Agency Announcement (FY26) -- “Research Initiatives in Support of Safety, Accessibility, and Mobility in Public Transportation
Solicitation # 693195-26-BAA-0001
The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued a Broad Agency Announcement (BAA) soliciting applied research projects to enhance the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards typically range from $150,000 to $500,000, and while cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process follows a two-step approach requiring an initial concept paper and project quad chart, followed by a detailed technical and cost proposal if invited. Following Amendment 0002, the due date for submissions has been extended to November 6, 2026. Awards are anticipated as firm-fixed-price or level-of-effort term contracts, though cost-reimbursable contracts may be considered with justification. Evaluation is based on a trade-off process where technical merit and importance to agency programs are significantly more important than cost. Successful contractors must comply with strict reporting requirements, including a Data Management Plan, semi-annual Technology Transfer Reports, and a final technical report that is 100 percent Section 508 compliant. Administrative requirements include mandatory electronic invoicing via the DELPHI iSupplier system and adherence to NIST SP 800-171 for protecting controlled unclassified information.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

REQUEST FOR INFORMATION – PACIFIC GREENFIELD INITIATIVE (ADVANCED MANUFACTURING AND INDUSTRIAL RESILIENCE OPPORTUNITY ON OAHU, HI)
Solicitation # RFI-PGI-20260929
The Department of the Navy is conducting a Request for Information under solicitation RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish an advanced manufacturing and industrial resilience campus on non-excess Navy property on Oahu, Hawaii, to reduce reliance on long-lead continental United States supply chains. The initiative focuses on creating theater-scale production capabilities for metals, composites, electronics, and large-format printing, bridging the gap between prototyping and industrial production of hundreds to thousands of units. Key priorities include the development of environmentally resilient, industrial-scale facilities integrated with modern utility infrastructure, grid-interactive storage, and circular resource-recovery solutions, while simultaneously strengthening the local Hawaii workforce through training pipelines and apprenticeships. The Navy is seeking input on site requirements, infrastructure needs, development timelines, and diverse acquisition and financing models, such as Enhanced Use Leases, Other Transaction Authorities, and joint ventures. A central technical goal is the implementation of a Born Qualified approach to digital engineering, utilizing in-situ process monitoring and digital workflows to ensure components meet naval and airworthiness standards at the point of production. This RFI is strictly for market research and planning purposes; it does not constitute a solicitation, does not commit the government to a contract, and will not result in payment for submitted information. Responses are due by 17:00 HST on November 10, 2026, and are limited to 20 pages.

Full Description

Introduction The objectives of the DoD Small Business Innovation Research (SBIR) Program include stimulating technological innovation in DoD's Science and Technology Emphasis Areas, strengthening the role of small business in meeting DoD research and development needs, fostering and encouraging participation by minority and disadvantaged persons in technological innovation, and increasing the commercial application of DoD-supported research or research and development results. Three Phase Program The SBIR Program is a three-phase program. Phase I is to determine, to the extent possible, the scientific, technical, and commercial merit and feasibility of ideas submitted under the SBIR Program. Phase I awards are typically between $100,000-$167,500. The period of performance is generally between six to twelve months with twelve months being the maximum period allowable. Proposals should concentrate on research or research and development which will significantly contribute to proving the scientific and technical feasibility, and commercialization potential of the proposed effort, the successful completion of which is a prerequisite for further DoD support in Phase II. Proposers are encouraged to consider whether the research or research and development being proposed to DoD Components also has private sector potential, either for the proposed application or as a base for other applications. Phase II awards will be made to firms on the basis of results of their Phase I effort and/or the scientific merit, technical merit, and commercialization potential of the Phase II proposal. Phase II awards are typically $500,000 to $1,100,000 in size and the period of performance is generally 24 months. Phase II is the principal research or research and development effort and is expected to produce a well-defined deliverable prototype. A Phase II contractor may receive up to one additional, sequential Phase II award for continued work on the project. Under Phase III, the Proposer is required to obtain funding from either the private sector, a non-SBIR Government source, or both, to develop the prototype into a viable product or non-R&D service for sale in military or private sector markets. SBIR Phase III refers to work that derives from, extends, or completes an effort made under prior SBIR funding agreements, but is funded by sources other than the SBIR Program. Phase III work is typically oriented towards commercialization of SBIR research or technology.
