The Federal Bureau of Prisons is soliciting proposals for Residential Reentry Center (RRC) in-house and home confinement services for male and female federal offenders. In-house services must be located within the Tennessee counties of Carter, Cocke, Greene, Hamblen, Hancock, Hawkins, Johnson, Sullivan, Unicoi, and Washington, while home confinement services cover a 150-mile radius regardless of state or county lines. This is a firm-fixed unit price, indefinite-delivery, indefinite-quantity contract consisting of a 12-month base period and four optional one-year extensions. Pricing is structured around Average Daily Population (ADP) tiers for both in-house and home confinement capacities. Proposals must be submitted in three separate PDF volumes covering technical/management, business, and past performance by November 27, 2026. Evaluation is based on the best interest of the government, with non-price factors—specifically past performance and technical/management capabilities—weighted more heavily than price. Key requirements include E-Verify compliance, a comprehensive cybersecurity attestation, and evidence of community support and site suitability. The contractor is responsible for maintaining facility safety and sanitation standards, adhering to Department of Labor wage determinations, and ensuring all personnel sign non-disclosure agreements to protect sensitive information.
