Pre-Solicitation: Secure Juvenile Services for Male and Female Federal Offenders within Maryland, Pennsylvania, Virginia, or the District of Columbia

The Federal Bureau of Prisons is seeking providers to manage and operate a secure juvenile correctional facility with work release for male and female federal offenders. The facility must be located within Maryland, Pennsylvania, Virginia, or the District of Columbia. This anticipated indefinite-delivery, indefinite-quantity (IDIQ) contract will utilize firm-fixed unit prices for in-house beds. The proposed period of performance includes a one-year base period starting April 1, 2028, with four subsequent one-year option periods and a potential six-month extension through September 30, 2033. The contractor will be responsible for the comprehensive safety, care, security, and accountability of juvenile offenders, adhering to American Correctional Association Standards for Juvenile Training Schools and all applicable local, state, and national health and safety codes. Key personnel requirements include a full-time Facility Director with a baccalaureate degree in social or behavioral science and at least five years of juvenile justice experience. Performance will be evaluated via the Contractor Performance Assessment Reporting System (CPARS) based on accountability, programming, community relations, site suitability, personnel management, and responsiveness. Invoicing will be processed using Standard Form 1034, requiring detailed offender day rosters and certification of services rendered.
