The Department of Justice, through the Bureau of Prisons, has issued this Request for Information to identify qualified sources for an upcoming solicitation regarding Residential Reentry Center (RRC) and Home Confinement (HC) services. The intended project involves establishing a facility to provide community-based residential and nonresidential correctional services for male and female offenders, including the ability to accept sex offenders in-house. The facility must be located within the Michigan counties of Saginaw, Genesee, Shiawassee, Bay, Midland, Isabella, Clare, Gladwin, Arenac, or Gratiot. Additionally, the awardee must provide home confinement services within a 175-mile radius of the facility, with the capability to cross state lines. The anticipated requirements include a maximum of 30 in-house beds and 15 home confinement placements. The contractor will be responsible for providing all personnel, equipment, and supplies, including key staff such as a Facility Director, Employment Placement Specialists, and one Case Manager for every 30 residents. Operational standards are stringent, requiring compliance with the Prison Rape Elimination Act, NFPA 101 Life Safety Codes, and National Electric Code standards. The government will conduct preliminary site and pre-occupancy safety inspections to ensure compliance.
