DLA Disposition Services plans to offer upcoming sales of surplus personal property located at various Department of Defense sites across the Continental United States through two separate contracts: DOD Surplus Term Sale – East and DOD Surplus Term Sale – West. These contracts are intended to run for a minimum of 24 months with the possibility of up to three one-year extensions at the Government's discretion. The property offered will include both rolling stock and non-rolling stock items, sold strictly in "as-is, where-is" condition. These sales will follow a two-step process where interested firms first submit technical proposals, which will be evaluated for acceptability, and only those meeting criteria will be invited to participate in the bidding phase via an Invitation for Bid (IFB). The solicitation process will begin with the release of the Request for Technical Proposal (RFTP) and a draft IFB on beta.sam.gov in December 2020. The notice emphasizes that this pre-solicitation is informational only and does not commit the Government to issue a solicitation or incur any costs on behalf of potential contractors. Firms are encouraged to review available historical sales data for similar surplus property, although such data do not guarantee future availability or sales volumes. Points of contact for inquiries are provided, and interested parties are advised to regularly monitor beta.sam.gov for updates. It is also clearly stated that this is not a service contract.
