Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

AI Contract Overview

The Aeronautical Systems Center Predator Systems Group awarded Order 0051 under Basic Ordering Agreement FA8620-05-G-3028 to General Atomics Aeronautical Systems Inc. on a sole source basis. This contract covers the final design, integration, and testing of the Airborne Signal Intelligence Payload on Predator aircraft, as well as the integration design for Reaper Unmanned Aerial Systems. This effort follows Phase I, which focused on system requirements, analysis, and preliminary integration design. Due to the government not owning the data rights for the system, the contract was awarded under the authority of 10 U.S.C. 2304 (c)(1) to prevent duplication of costs. The agreement utilizes a Cost Plus Fixed Fee contracting arrangement, as the risks associated with development and testing made Firm Fixed-Price or Cost Plus Incentive Fee options impractical.

Full Description

This is an award synopsis in accordance with FAR 5.3. The Aeronautical Systems Center (ASC), Predator Systems Group, awarded Order 0051 to the existing Basic Ordering Agreement FA8620-05-G-3028, on a sole source basis to General Atomics Aeronautical Systems Inc. (GA-ASI) for final design to integration and testing of ASIP on the Predator and integration design on the Reaper Unmanned Aerial Systems. The initial effort, Phase I, Order 0028, was for the analysis, system requirements definition, Interface Control Documents (ICDs), and preliminary integration design to integrate the Airborne Signal Intelligence Payload (ASIP) program sensor on MQ-1 and MQ-9 aircraft. The Government does not own the data rights for the system; therefore, to avoid duplication of costs, the Government awarded the effort pursuant to the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. A Cost Plus Fixed Fee contracting arrangement was awarded IAW FAR 16.306(b)(1)(ii) - for development and test to which a CPIF is not practical, nor was a Firm Fixed-Price arrangement due to risk.
