Solicitation # PE-66789-NONST-2027-000000022
Invest Atlanta and the Urban Residential Finance Authority of the City of Atlanta (URFA) are establishing a qualified pool of Georgia-licensed attorneys to conduct residential real estate closings for the Homeownership Incentives Program. This program supports buyers receiving down-payment and closing-cost assistance through various products, including BMAP, AHN, VCRI, AHRA, and PBMAP. Selected attorneys will be responsible for pre-closing coordination, such as clearing titles and preparing loan documents, executing in-person closings, and managing post-closing compliance, including the delivery of final record documents and title policies to URFA within 15 business days. To be eligible, firms must be licensed in Georgia, maintain an active business license, and provide proof of professional liability insurance and fidelity bond coverage. Mandatory requirements include compliance with E-Verify and the SAVE Act, a clean five-year record regarding public-benefit program suspensions, and a written criminal background check policy for staff. A critical condition of the contract is the agreement to not charge attorney fees on subordinate down-payment assistance mortgages. The selection process is based on a 100-point scale evaluating firm qualifications, relevant experience with affordable homeownership, quality control standards, cultural competency in communicating with low-to-moderate income buyers, and financial capacity. Performance is measured by strict key performance indicators, including scheduling closings within two business days of a clear-to-close package and maintaining zero trust-account discrepancies. Responses must be submitted in PDF format by November 16, 2026, and include a comprehensive five-part submission covering organizational profile, team qualifications, experience, compliance, and fee structures.

The purpose of this posting is to extend the quote due date, attach a corrected SF1449, and answer submitted questions. 1. The quote due date has been extended from May 23, 2012 to May 30, 2012. Quotes are still due at 4:00 pm MT. 2. Corrected SF1449 with Admin Office and Issuing Office has been uploaded. 3. Question: We were wondering if you have any historical information by county as to where these easements have been located or maybe where the majority of these easements have been located. We do know that they can be located anywhere in the state. Answer: Historical information has no real bearing on easements that might be acquired in the future. The majority of easements in the last few years have been in Blaine and Butte County, but easements may be acquired in any county. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Idaho state Office intends to award multiple Blanket Purchase Agreements (BPA's) to smell business sources capable of providing title search, preliminary title commitment, final title policy and closing services for acquisition of easements. A BPA is a method of filling anticipated repetitive needs. It is not a contract. The Government is not obligated to place any call orders nor is the vendor obligated to accept an orders. For each work assignment, the Government will request title services through the issuance of a BPA all order from those firms that have been awarded VBPA;s. Individual call orders shall be submitted in accordance with the terms agreed to in the BPA. Government personnel authorized to place call orders under the NPA will be identified on the BPA by name and telephone number. The contactor will be expected to furnish the service in accordance with the terms and conditions of the BPA, without the need for additional paperwork beyond the Statement of Work that accompanies the order. See the attached: -SF-1449 Solicitation/ Contract/Order for Commercial Items -Scope of Work -Terms and Conditions -Bid Schedule
