The National Endowment for the Arts (NEA) plans to issue a sole source commercial purchase order under simplified acquisition procedures to Silber & Associates, who have been working with the NEA on analyzing and presenting results from the 2012 Survey of Public Participation in the Arts (SPPA). Silber & Associates will conduct a thorough review of the 2012 SPPA questionnaire alongside previous versions to prepare a comprehensive summary report. This report will analyze the survey’s findings, identify strengths and weaknesses in the questionnaire and methodology, and include lessons learned to inform future survey designs. A particular focus will be on understanding the increase in non-response rates from 15% in 2008 to 25% in 2012 by evaluating modifications made between these years, as well as addressing technical issues encountered during data analysis. The final deliverable will be approximately 30 pages in length, including a two-page executive summary, detailed sections on each questionnaire module, with an extended discussion for a newly introduced module, and a critical but constructive evaluation of the survey instrument. This notice serves solely to inform and is not a solicitation or a request for competitive bids; the government retains discretion on whether to seek competition based on responses received. The contract falls under NAICS code 541720, with a small business size standard of $19 million. The place of performance is Washington, DC, and the point of contact for this action is Latonca Harris. The procurement aims to leverage Silber & Associates' existing expertise and knowledge of the SPPA to ensure a meaningful evaluation of the 2012 survey and support improvements in future public participation surveys conducted by the NEA.
