PREVENTIVE MAINTENANCE AGREEMENT FOR UNIVERSITY FIRE AND SAFETY PROTECTION SYSTEMS

Texas Southern University is soliciting proposals for a comprehensive Preventive Maintenance Agreement to maintain its life safety, electronic security, fire protection, fire alarm, fire suppression, and emergency lighting systems. The selected contractor will provide all necessary labor, supervision, technical expertise, and equipment to ensure these systems remain operational and compliant with NFPA standards, manufacturer requirements, and federal, state, and local laws. The scope of work includes testing, inspection, repair, and programming on monthly, quarterly, semi-annual, and annual schedules, with specific on-site staffing requirements of at least five days per week for the main campus and three days per week for housing and university towers. The contract is for a base period of three plus years with two single-year options. Qualified contractors must possess at least ten years of industry experience and employ a minimum of ten full-time qualified technicians, including specific licensing for CCURE 9000 and Simplex systems. Proposals are due by October 27, 2026, and must be submitted as one paper copy and one flash drive to the TSU Purchasing Office. Award decisions will be based on best value, and the university reserves the right to award to multiple vendors. Compliance with Texas Government Code, Executive Order GA-48, and specific insurance minimums, including $1,000,000 in general aggregate liability, is required.
