Preventive Maintenance Service for LAB Equipment

The U.S. Navy, through the Naval Supply Systems Command Fleet Logistics Center Yokosuka, is soliciting competitive offers for annual preventive maintenance, calibration, and certification services for specialized laboratory equipment located at the NAFM N38 Fuels Laboratory in Hachinohe, Aomori, Japan. The contract covers five pieces of critical analytical instrumentation, including Alcor JFTOT 230 MARK IV and FALEX F400 Jet Fuel Thermal Oxidation Testers, an Anton Paar Gum Tester, a Tanaka Science Distillation Unit, and a Seta Analytics FUJI FAME Analyzer, each identified by serial number. The contractor must provide all parts, materials, labor, software and firmware updates, travel, and field reporting necessary to perform a single on-site service visit per year in compliance with original equipment manufacturer guidelines. Personnel must be professionally fluent in both English and Japanese, and work must be conducted within standard local business hours, Monday through Friday, excluding U.S. and Japanese federal holidays. The period of performance runs from June 30, 2026, through June 29, 2027, with award to be made on a firm fixed-price basis, considering technical capability and lowest price, and allowing for evaluation of past performance to determine the most advantageous offer to the government. All proposals must be submitted electronically via email to the designated point of contact by June 12, 2026, at 10:00 a.m. local time, with submission size limited to 10 megabytes and all documents required to be in English. Proposals must be submitted on an “All or NONE” basis, including complete technical justification and pricing for all five CLINs. Contractors must comply with extensive security, personnel, and operational requirements, including U.S. citizenship or permanent residency for individuals requiring access, HSPD-12 PIV/CAC compliance, background investigations, OPSEC training within 30 days of onboarding, and adherence to antiterrorism and force protection standards under applicable deviations. Electronic invoicing must be conducted through Wide Area Workflow (WAWF), with EFT payment information provided prior to first invoice submission.
