Primary Care Animal Hospital Amendment AMEND2025-00008

The County of San Luis Obispo is processing amendment AMEND2025-00008 for the Primary Care Animal Hospital, located at 1129 and 1123 Mesa View Drive within the South County Planning Area. The primary objective of this action is to modify condition of approval 4 of Conditional Use Permit D980343D to allow for on-site kenneling and animal daycare services for animals not receiving medical care. This expands the facility's original scope, which involved remodeling a 2,614 square foot commercial building and adding 714 square feet of space to operate a small animal veterinary practice. To mitigate environmental impacts, the project incorporates specific design and operational standards. These include the use of dual glazed insulated fixed glass assemblies for windows, sound attenuating interior walls, and low solid siding to maximize sound density. Operational controls require that animals remain inside the building unless supervised and that noise levels adhere to the County's Noise Element standards. The amendment is supported by an addendum to a Mitigated Negative Declaration, concluding that the proposed changes will not result in significant adverse environmental impacts, provided the facility complies with land use standards regarding parcel size, setbacks, and access requirements.
