1. PurposeThe Corporation of the City of Woodstock invites proposals from qualified Proponents to provide Animal Control and Poundkeeper Services for the City of Woodstock.The City requires a qualified Contractor to provide responsive, professional, humane, and legally compliant animal control services, poundkeeper services, animal impoundment, adoption services, and related operational support in accordance with applicable legislation, City by-laws, and the requirements of this RFP.2. BackgroundThe City has historically procured animal control and poundkeeper services on a fee-for-service basis, using rates for specified services rather than a fixed monthly retainer. The pricing structure for this procurement is set out in Appendix C – Pricing Form.Historically, the services have included:pickup of confined dogs and cats;response to injured wildlife, excluding birds unless otherwise specifically requested by the City;urgent response for dogs at large that are vicious, injured, or require humane intervention;poundkeeper and boarding services;trap-and-remove services where required;adoption services;veterinary coordination;euthanasia and disposal coordination where necessary; andmonthly reporting and records management.The historical information provided is for background and planning purposes only.
