Fleet Optimization and Review Study

The City of Woodstock has issued Request for Proposals FLEET2026-74210 for a comprehensive Fleet Optimization and Review Study of its corporate fleet, including Transit. The primary objective is to assess approximately 300 assets to determine operational effectiveness and cost-efficiencies. The study will focus on optimizing and downsizing the fleet by identifying surplus vehicles and matching vehicle types to specific tasks. Key deliverables include a detailed final report covering fleet profiles, utilization, maintenance, and financial management, as well as the development of a capital plan baseline that accounts for fuel consumption, operating costs, and GHG emissions. Additionally, the consultant will evaluate the feasibility of transitioning to Zero-Emission Vehicles for Woodstock Transit and the broader corporate fleet based on lifecycle strategies and funding. The project has a current approved budget of 50,000 dollars, with a potential increase to 100,000 dollars pending federal grant approval. Proposals must be submitted electronically via the Bids and Tenders portal by October 8, 2026. Evaluation will be based on the firm's qualifications, stability, reputation, staff availability, understanding of the scope, experience with similar projects, deliverables, timing, and price. The successful proponent must perform at least 50 percent of the contract work using their own forces and maintain general and automobile liability insurance of at least five million dollars per occurrence. The tentative completion date for the study is January 30, 2027, and will involve site visits to the Public Works Fleet Garage, Woodstock Transit Building, and Parks Workshop.
