An amendment to the solicitation was completed on 18 February 2021. The attached Purchase Description, Qualification Standards, and Questions & Answers all dated 18 February 2021 have been updated. The previous versions have been removed from this solicitation. This requirement is being solicited as a Total Small Business Set-Aside. The contractor shall reference all attachments and follow all instructions outlined in the preamble of the solicitation. Questions shall be submitted by the date specified and no exceptions will be considered. The proposals shall include all necessary documentation as outlined in the solicitation and will not be considered responsive unless done correctly. This is a commercial, competitive supply acquisition. Delivery orders will be issued against an Indefinite Delivery Indefinite Quantity (ID-IQ) ordering contract. The contractor is not to perform until receiving a signed Delivery Order for the specific work. This acquisition addresses the acquisition of turn-key Printed Wiring Assemblies (PWAs) from layout, fabrication, through assembly. The acquisition includes manufacturing Printed Wiring Boards (PWBs) acquisitions. The acquisition also includes remove and or replace components in support of repair or replacement of components. The PWAs are simple to complex electronic designs that are used for prototype evaluation pre-production boards that support various projects. The designs are generated by our design engineers using Altium Designer and given to the board fabrication company who generates a layout to produce a Gerber file. The Gerber file is then used in the fabrication process to produce the Printed Wiring Board (PWBs). The PWBs are assembled with components at the assembly stage. The completed PWAs are shipped out as a completed prototype product along with any PWB's as required. If components were supplied and not used, they will be returned with the shipment.

Site Visit - Removal of Old Fluid Cell
Solicitation # 82247
The Maintenance Support Group at Robins Air Force Base, Georgia, requires a contractor to provide all labor, equipment, materials, and transportation to decommission, remove, and dispose of one Quintus ABB QFC 1.6 x 4-1400 fluid cell press located in building 140. The scope of work includes dismantling and rigging heavy components, such as a 148,000 lb unwound main cylinder and an 86,000 lb lower filler piece, relocating them to a designated on-base cutting site, reducing the materials to recyclable sizes, and hauling all scrap and debris off-base. The contractor is also responsible for restoring the work area and any cutting sites to their original pre-project conditions, ensuring they are free of industrial waste and grease. A critical requirement is the submission of a Draft Technical Removal Plan within 14 calendar days of the award, which must be formally approved by the Contracting Officer before any physical work begins. Operational constraints include a strict floor loading limit of 350 PSI on concrete floors and the requirement to secure daily DAF Form 592 hot work permits for any on-base cutting activities. Additionally, the contractor must maintain operational fire extinguishers at all cutting sites. This sources-sought opportunity, solicitation number 82247, includes a site visit scheduled for December 14, 2026, requiring visitors to provide identification and vehicle documentation at the Robins AFB Visitor's Center.
