This award was solicited and issued using Revolutionary FAR Overhaul (RFO) and agency supplements in accordance with Part 12,  Acquisition of Commercial Products and Commercial Services, subpart 12.201-1 Simplified procedures, Request for Quotations (RFQ), evaluations procedures described in 52.212-2 and subpart 12.203(c)(2), Quotations (see RFO Part 12.201-1(b), Legal Effects of Quotations), to award a Purchase Order. 


Per RFO 12.201-1(b), Legal Effects of Quotations, a quotation is not an offer, and this was not a request for proposals. Government can provide a brief explanation to unsuccessful quoters upon request, consistent with RFO Part 12.301(b).
