Procurement and Installation of AMSCO® 250LS Small Steam Sterilizers and Electric Pure Steam Generator

The U.S. Department of Agriculture, Agricultural Research Service, Plains Area, is procuring and installing two AMSCO® 250LS small steam sterilizers with a 20” x 20” x 38” chamber and one 208V carbon steel electric pure steam generator at the Northern Crop Science Laboratory Greenhouse Complex in Fargo, North Dakota. This acquisition is structured as a Firm-Fixed Price contract under a Total Small Business Set-Aside, per FAR 19.5, and is categorized under NAICS code 334516. Proposals must be submitted electronically by May 29, 2026, at 3:00 p.m. Central Time to Monte Jordan at monte.jordan@usda.gov, with the solicitation number included in the email subject line. All offers must include a completed, signed Price Schedule of Line Items (Attachment 3), a firm-fixed price quotation on company letterhead detailing all CLINs, the offeror’s SAM Unique Entity Identifier (UEI), and a technical proposal demonstrating clear understanding of the government’s functional and physical requirements. The procurement follows a Lowest Price Technically Acceptable methodology, where technical acceptability and past performance are pass/fail criteria; proposals must meet or exceed the salient characteristics of the specified equipment, be clearly identified by brand, make, and model or as an equal, and include supporting descriptive literature. The contract requires installation, final electrical connection to STERIS equipment, daily removal of packaging materials, and onsite cleanup. All work must adhere to federal and state building codes, and the lead technician must hold a Journeyman's License. Personnel must present U.S. photo identification and coordinate with USDA maintenance staff on the first day of work for access, badges, and parking permits.
