Procurement Milestones

Modified 04 June 2015 The following revised AN/SPN-50(V)1 SATR TMRR/EMD procurement milestones with notional completion dates are provided: Formal RFP posted to FEDBIZZOPPS - 16 July 2015: Due Date for Proposal Submittal: 15 September 2015; and Contract Award: 2 June 2016. Please note that these dates are subject to change. Contrary to the Contracting Officer guidance of late March/early April to potential offerors, the Navy International Program Office states that the U.S. Navy does NOT need to be a party to the TAA/DSP-5 in order for the Navy to discuss the SPN-50 SATR Specification (Distribution Statement C) with foreign subcontractors PROVIDED the prime contractor has an approved export license which covers those foreign subcontractors. Since the Navy would only be acting as procurement officials in any such discussion (vice a Navy Working Capital Activity actually performing a portion of the work and then subcontracting to a foreign firm), the Navy does NOT need to be a party to the TAA/DSP-5. An updated draft SPN-50 SATR Specification is available via the ARMDEC Website because it is marked with Distribution Statement C. We anticipate obtaining final approval of this specification with no substantive changes by 12 June 2015. In order to gain access to the updated draft SPN-50 SATR Specification, please provide your Cage Code and e-mail address to Mr. Mike Collins of PMA-213 at contact@example.gov or phone +1 (555) 000-0000. Once Mr. Collins verifies your Cage Code, he will issue an e-mail to you providing the ARMDEC link and a unique password to be used to download the draft SPN-50 SATR Specification. Once you have downloaded the draft SPN-50 SATR Specification, your password will expire.
