Procurement of 70 each Hydrogen Gas Thyratron Tubes for LCLS

SLAC National Accelerator Laboratory is soliciting firm fixed price proposals for the procurement of 70 hydrogen gas thyratron tubes rated at 50kV, 6kA, and 180Hz, to be manufactured in full compliance with the technical specifications outlined in the Statement of Work dated April 14, 2026. Proposals must be submitted electronically as PDF files no later than June 19, 2026, at 5:00 PM Pacific Time, and must remain valid for 90 days after submission. All proposals must be sent to Nathan Ripaldi at ripaldi1@slac.stanford.edu and must include both a Technical Proposal and a separate Business Proposal, each as distinct documents with no page limits. The technical evaluation is structured as a series of pass/fail gates, requiring demonstration of the vendor’s ability to manufacture the thyratrons to exacting standards, provide evidence of past performance through at least three separate institutional references or recent metrology data, meet the delivery schedule of beginning no later than 12 months after award at a rate of 2–3 units per month over a 24-month period, and submit current financial documentation—either a Dun and Bradstreet report within six months of submission or audited financial statements for the last three years. Administrative completeness is mandatory, including the signed SLAC Representations and Certifications, the Buy American Act Certification, and for U.S. large businesses expecting subcontract values over $900,000, a Small Business Subcontracting Plan. The contract requires strict adherence to packaging standards, including environmentally sustainable materials, clear labeling with the purchase order number, and an itemized packing list on every container, with the vendor bearing all responsibility for damage arising from improper packaging. Delivery terms are FOB Destination for domestic vendors and CIP SLAC, Menlo Park, Duty Unpaid for international vendors. Inspection and acceptance occur at SLAC, following a factory acceptance test performed by the vendor at their facility, with a full system report submitted with the shipment. The government reserves the right to conduct inspections at any point during manufacturing and may charge the vendor for re-inspection or delays. Payment terms stipulate payment within 30 days of invoice acceptance via check or ACH, with invoices requiring reference to the purchase order and line item numbers, and specific disclosures for California service hours if applicable.
