The U.S. Army Research, Development and Engineering Command plans to procure a high frame rate CCD camera sensitive to wavelengths ranging from 400nm to 1700nm through a sole source solicitation to Sensors Unlimited Inc., a division of Goodrich Corporation, located in Princeton, New Jersey. This procurement will be conducted under the authority that permits Other than Full and Open Competition, specifically citing the justification that only one responsible source can fulfill the agency’s requirements. The notice clarifies that it is not a request for proposals or quotations, and solicitation requests will not be entertained. However, the government invites interested parties to submit a written response demonstrating their capability to supply the required items by 3:30 pm EST on June 10, 2008, which will be used solely to determine if competitive procurement is warranted. Responses must be in writing, clearly documenting the offeror’s bona fide capability to provide the specified camera, and may be submitted by email if the file size is under 5MB or via hard copy to the specified Army Research facility address. Verbal inquiries or responses are explicitly disallowed. Questions regarding the requirement should be directed via email to the designated point of contact. The procurement falls under NAICS code 334413 and will be managed by the Department of Defense office located at Aberdeen Proving Ground, Maryland. The approach indicates a preference for sole source acquisition due to unique product capabilities, while still allowing for potential competition if capable sources come forward.
