AI Contract Overview
This firm fixed price contract is for the procurement of fiber optic internet lease lines, dedicated circuitry, and related telecommunications services to support the U.S. Embassy in Hanoi, Vietnam, and its associated annex locations for the period July 1, 2026, through June 30, 2027. The contractor is responsible for furnishing all labor, materials, equipment, engineering, and services required to establish and maintain secure, high-reliability network connectivity, including routers, switches, and leased lines, with a mandate to achieve a minimum of 99.7% annual circuit availability—equivalent to no more than 22.8 hours of cumulative downtime per year—and maintain packet loss at or below 0.5%. The services must comply with strict cybersecurity standards, including the NIST SSDF framework, and adhere to all Federal Acquisition Regulation (FAR) requirements, particularly those governing supply chain risk management, prohibited technologies, and secure software development practices. The contractor must also ensure compliance with restrictions on ByteDance-covered applications and banned telecommunications equipment under FAR clauses 52.204-27 and 52.204-25, with mandatory reporting of any cybersecurity incidents within 72 hours and full flow-down of these requirements to all subcontractors. The solicitation process follows FAR 13 Comparative Evaluation procedures, where award will be made to the offeror delivering the best value to the government, weighing technical quality, past performance, and price in a holistic assessment—not based on lowest price alone. Compliance with cybersecurity supply chain risk management is a go/no-go criterion, and any failure to pass this will result in immediate disqualification. Offerors must be registered in SAM.gov, provide proof of a permanent business presence in Vietnam, hold all required local licenses, and submit a comprehensive strategic plan including equipment lists, quality assurance procedures, insurance coverage, and an emergency recovery plan. Key requirements include personnel identity verification under FAR 52.204-9, completion of the State Department Secure Software Development Attestation Form, and adherence to C-SCRM questionnaires with no affirmative responses permitted for prohibited equipment. Proposals must be submitted electronically by May 20, 2026, to the designated embassy email, with no page limits but strict expectations for completeness. Payment will be managed through the U.S. Embassy Hanoi Financial Management Office, with invoicing submitted per SF-1449 requirements, and acceptance testing performed by the
