Office on Women’s Health for Midlife through Menopause Mortality and Morbidity Reduction Initiative
Solicitation # HHS-OMAS-SBSS-26-001
The U.S. Department of Health and Human Services, through the Office of Mission Acquisition Solutions and the Office on Women’s Health, is seeking input from small businesses with demonstrated expertise in women’s health, longitudinal data analysis, and large-scale quality improvement initiatives to support a future acquisition aimed at reducing morbidity and mortality among midlife and menopausal women. The initiative intends to integrate national inpatient and outpatient health data with multi-site learning collaboratives to enhance evidence-based care in two key areas: improving breast cancer screening processes and diagnostic follow-up, and reducing recurrent urinary tract infections and their severe complications through appropriate vaginal estrogen therapy. The government is specifically interested in identifying small businesses, including HUBZone, 8(a), woman-owned, veteran-owned, and other small disadvantaged firms, that possess direct access to nationally representative health datasets, proven experience in health systems engagement, and the capacity to design and manage data-driven quality improvement programs with minimal burden on participating providers. Responses must demonstrate clear capability in accessing and securely managing complex health data sources—including claims, electronic health records, pharmacy, lab, and imaging data—and using advanced statistical and implementation science methods to analyze care patterns, outcomes, and disparities across demographic and geographic variables. Companies must show experience in operating large learning collaboratives, developing standardized measurement tools and dashboards, translating research into actionable clinical and policy tools, and producing dissemination products such as provider education materials and public health guidance. Firms must clearly state their small business status as validated in SAM, provide their DUNS number, point of contact information, GSA Schedule or procurement vehicle details, and evidence of an approved accounting system. Responses must not exceed five pages and must be submitted by August 17, 2026; submissions will not be acknowledged, returned, or used for future solicitations unless properly structured and sufficiently detailed to inform the government’s acquisition strategy. Proprietary or sensitive information must not be included, and all submissions will be treated as non-confidential for planning purposes.

Holistic and Evidence-Informed Wellness for STI PreventionThe Centers for Disease Control and Prevention, under the Department of Health and Human Services, is seeking to advance STI prevention through a holistic, evidence-informed approach that prioritizes sexual health and wellness as integral to overall well-being. With approximately 2.2 million new STI infections occurring annually in the U.S., this initiative aims to mobilize a national coalition of experts, organizations, and clinicians to coordinate efforts, share accurate information, and promote quality sexual health care. The strategy moves beyond traditional disease-focused interventions by addressing emotional, mental, and social dimensions of health, with a targeted focus on communities and populations disproportionately affected by STIs. Funding will support the management of this coalition and the creation, distribution, and promotion of high-quality, science-based resources designed for health care providers, partners, and the public. These materials will enhance public understanding, empower informed decision-making, and strengthen preventive behaviors to reduce STI transmission. The effort is intended to complement existing prevention strategies by accelerating timely diagnosis and treatment, thereby lowering the overall burden of STI-related morbidity across the nation. The opportunity is posted under the title “Holistic and Evidence-Informed Wellness for STI Prevention,” with point of contact Melissa Habel available through CDC for inquiries.
