Solicitation # 36C78627Q0005
The Department of Veterans Affairs, National Cemetery Administration, is conducting market research through a Sources Sought Announcement to identify qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses capable of providing Liquid Dithiopyr Pre-Emergent Herbicide for the Jefferson Barracks National Cemetery in St. Louis, Missouri. The requirement consists of 105 total gallons of herbicide with a minimum of 24% active ingredient, delivered in 42 containers not exceeding 2.5 gallons each. The product must be EPA-registered, labeled for turf use, and legally registered for sale in the State of Missouri. Due to an anticipated delivery window in February, the contractor must provide temperature-protected transportation to maintain the product above the manufacturer-specified minimum storage temperature, with temperature logs or carrier certifications available upon request. Delivery is scheduled Monday through Friday between 8:00 a.m. and 1:30 p.m. CST, following a 30-calendar-day written notice. Because the cemetery is a National Shrine, strict standards for professional conduct and a specific company uniform dress code are mandatory for all personnel on-site. Interested respondents must submit a capabilities statement, UIE number, business size status, and sample pricing to April Graves by November 11, 2026, at 4:00 p.m. EST. This announcement is for planning purposes only and does not constitute a solicitation or a commitment by the government to award a contract.

This is a request for information only as defined in FAR 15.201(e). The Government does not intend to award a contract from this announcement or to otherwise pay for the information solicited. The Government is seeking information on available sources capable of production and delivery of Gypchek powdered formulation, Lymantria dispar multiple nucleopolyhedovirus, for control of gypsy moth to reduce environmental impact of pest management actions. In 1978, the United States Department of Agriculture (USDA) Forest Service (FS) developed and registered with the United States Environmental Protection Agency (EPA) Gypchek, a viral insecticide designed to control the population of gypsy moth. The active ingredient in Gypchek is lymantria dispar multiple nucleopolyhedovirus. Gypchek is the only baculovirus product registered for gypsy moth management in the United States. Despite attempting to transfer the technology to the private sector for mass production, thus ensuring availability for use, the production of Gypchek has been relatively limited. Gypchek has been used as an important "niche" product in the U.S. gypsy moth Federal and State cooperative suppression program for treatment of sensitive areas where other control applications would have unacceptable collateral consequences. The demand for Gypchek from 2012 to 2016 was 21,570 acres or 4,314 acres per year.
