D4.3.2 At minimum, the following Investment Planning Templates shall be utilized by the Consultant: (a) The latest version of the Basis Of Estimate (BoE) and Class of Estimate (CoE) templates shall be used by Consultant as part of all capital cost estimate development tasks.
