Professional Design Implementation Services for Portal Park

The Bulloch County Board of Commissioners is seeking a multidisciplinary consulting firm to provide professional design and implementation services for the development of Portal Community Park, located on approximately 51.73 acres at 32 Clark Street in Portal, Georgia. The scope of work includes architectural, engineering, landscape architecture, surveying, permitting, bidding, and construction administration services. Key project deliverables encompass three lighted ballfields, a multipurpose athletic field, an ADA-compliant walking trail connecting to Bicentennial Park, an inclusive playground, pavilions, restrooms, concessions, a ten-lane outdoor archery range, and an indoor facility featuring a regulation basketball court and meeting rooms. The project is divided into two design phases followed by construction administration through project completion. Interested firms must submit a Statement of Qualifications by 3:00 PM on September 3, 2026. Submissions must be delivered in a sealed envelope to the Bulloch County Commissioners in Statesboro, Georgia; electronic submissions via email or fax are strictly prohibited. The selection process is based on a best-value evaluation, weighting technical approach at 40 percent, experience and qualifications at 30 percent, resources and workload capacity at 20 percent, and past performance at 10 percent. Mandatory requirements include the submission of non-collusion, bidder, and E-Verify affidavits, as well as proof of comprehensive insurance coverage, including commercial general liability and motor vehicle liability. The prime consultant must perform at least 75 percent of the design services in-house.
