BID SOLICITATION NOTICE RFQ #903-26 – Professional Evaluation and Student Intervention Services Provider Pool Coppell ISD is seeking to establish a pool of qualified professional evaluation and student intervention service providers to support the District's Intervention Services Department. Providers will be evaluated based on qualifications, experience, certifications/licensure, capacity, compliance history, and past performance. Pricing will not be considered during the qualification evaluation phase. Pricing, rates, and contract terms may be negotiated with qualified provider(s) following evaluation and selection, as permitted by applicable law and District policy. Solicitation Overview Qualified providers may remain eligible for inclusion in the Qualified Provider Pool during the term of this RFQ, subject to satisfactory performance, continued compliance with District requirements, execution of any required agreements, and applicable District approval processes. Qualified Provider Pool The District intends to qualify multiple providers to ensure adequate service capacity and service availability. Service categories may include, but are not limited to: Educational evaluation services Educational Diagnostician services Licensed Specialist in School Psychology (LSSP) Speech-Language Pathology Occupational Therapy Physical Therapy Dyslexia evaluation and intervention services Applied Behavior Analysis (ABA), BCBA, and related behavioral services Counseling and other related services Additional evaluation and intervention services as needed Providers may submit qualifications for one or multiple service categories. Qualifications will be evaluated based on the criteria identified in the RFQ, including professional qualifications, certifications/licensure, experience, specialized expertise, service capacity, references, past performance, compliance history, and the ability to meet District needs. All providers performing services for the District must comply with applicable fingerprinting, criminal history review, student confidentiality (including FERPA), and District safety requirements. Selection for inclusion in the Qualified Provider Pool does not obligate the District to enter into a contract, issue an assignment, or procure services from any provider. Qualification does not guarantee placement on any assignment or priority for future work. Submission Requirements All qualification statements must be submitted electronically through CISD's eBid system: https://coppellisd.ionwave.net/ Qualification statements should be complete, accurate, and submitted by the priority deadline for initial consideration. By submitting a response, Respondents acknowledge that they have reviewed the RFQ requirements and certify that they possess the qualifications, licenses, and certifications necessary to provide the proposed services. Require providers to update licenses, certifications, insurance documentation, and other qualification materials during the RFQ term. Reject any or all qualification statements, waive minor informalities, request clarifications, and accept the response(s) determined to be in the best interest of the District. No Guarantee of Work Inclusion in the Qualified Provider Pool does not guarantee the receipt of any work, assignments, minimum compensation, or contract volume.
