Coppell Independent School District (CISD) - Informal Request for Proposal (RFP): Food Supplies and Food Service Products Coppell Independent School District (CISD) is issuing this informal Request for Proposal (RFP) to solicit qualified vendors for the procurement of food supplies, including prepared foods, retail food offerings, and related products, in accordance with applicable federal and state laws, including but not limited to Texas Government Code § 44.031, TEA FASRAG purchasing guidelines, and federal regulations such as EDGAR, USDA, and TDA policies. This RFP aims to expand CISD’s vendor pool to ensure access to compliant, high-quality food products for district operations, including meal programs and catering services. This solicitation may be issued annually to allow additional vendors to participate. If your company is awarded through this process, you do not need to resubmit until the next formal solicitation in 2028 . Vendors who submitted a response last year do not need to reapply unless they wish to update their offering. Scope of Work: Vendors responding to this RFP should be able to provide, but not limited to: Prepared foods for catering, pickup, and delivery, compliant with all health and safety standards Retail foods available at district locations or through wholesale suppliers Food products in accordance with USDA, TDA, and Texas Department of Agriculture (TDA) guidelines, specifically Sections 17 and subsequent sections governing food procurement and safety All products must meet federal, state, and district health, safety, and nutrition standards, including compliance with USDA and TDA regulations Legal and Regulatory Compliances: Respondents must ensure that all products and services comply with: Texas Government Code § 44.031 and other applicable statutes governing procurement TEA FASRAG purchasing policies and guidelines Federal regulations under EDGAR and USDA food procurement standards Texas Department of Agriculture (TDA) food safety and nutrition regulations, including Sections 17 et seq. District policies and rules as outlined in CISD Board Policy and the Texas State Comptroller’s procurement rules and regulations Restrictions under Texas Health and Safety Code, Chapter 437, including prohibitions against purchasing from unlicensed vendors operating under the Texas Cottage Food Law Vendor Participation: This solicitation may be issued annually to allow new vendors to participate or update their offerings. Vendors who responded in previous years do not need to reapply unless they wish to update their information. If your organization holds an active vendor contract with CISD’s Board-Approved Purchasing Cooperatives, response to this RFP is not required. Submission Requirements: Proposal Content: Submit a detailed proposal including product descriptions, pricing, and certifications demonstrating compliance with all health, safety, and nutrition standards. Supporting Documentation: Include copies of relevant licenses, certifications, and any other required documents verifying compliance with federal, state, and district requirements.
