Professional Forestry Consulting Services

The City of Barrie is seeking an experienced professional to provide arboricultural and urban forestry consulting services on an as-and-when-required basis. The scope of work involves providing objective advice and professional services to support the management of approximately 1,600 hectares of natural areas and forests, 300 hectares of maintained parkland, 40,000 street trees, and 15,000 open space park trees. Key deliverables include conducting tree risk assessments using the City's standardized form with recommendations due within 14 calendar days of a request, performing forest health assessments, and conducting LDD moth egg mass surveys. The contract is intended for a three-year term commencing January 1, 2027, with the City holding an option to extend for two additional one-year terms. Qualified respondents must have at least one staff member holding a Registered Professional Forester status from the Ontario Professional Foresters Association, an International Society of Arboriculture designation, or a Hazard Tree Assessment Certificate. The evaluation process consists of three stages: a review of mandatory submission requirements, a review of mandatory technical requirements, and a pricing evaluation, with the award granted to the lowest priced compliant respondent. Selected vendors must maintain comprehensive insurance, including two million dollars in general liability, automobile, and professional liability coverage, and provide a WSIB clearance certificate. Payments will be made via Electronic Funds Transfer following the approval of monthly billing statements. All submissions must be made electronically through the Bids and Tenders system by October 15, 2026.
