Request for Qualifications OWNER: CITY OF WASHOUGAL ADDRESS: 1701 “C” Street Washougal, WA 98671 The City of Washougal invites statements of qualifications (SOQs) from multidisciplinary consultant teams for landscape architecture, architecture, engineering, and related design services for the Washougal Veterans Memorial at Washougal Memorial Cemetery, 3329 Q Street, Washougal, Washington. The anticipated services include site validation, concept development, public and stakeholder engagement, design, cost estimating, preparation of public works bid documents, bidding assistance, construction support, and closeout. The project is supported by Washington State capital funding administered through the Washington State Department of Commerce. The City plans a complete project within a maximum total project budget of $250,000, including design, construction, and other project costs. The City anticipates completing construction and closeout by June 30, 2027, unless an earlier grant agreement date applies. SOQs are due by 2:00 p.m. Pacific Daylight Time on Friday, October 30, 2026. Submit one searchable PDF electronically through the City’s OpenGov Procurement Portal at https://procurement.opengov.com/portal/cityofwashougal. Email and paper submissions will not be accepted unless authorized by written addendum. The portal’s deadline and instructions control. Do not include fees, rates, or other cost information in the SOQ. The City reserves the right to reject any or all SOQs, waive minor irregularities, and re-advertise if appropriate. The city of Washougal in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
