PROFESSIONAL ON-CALL AIRPORT ENGINEERING SERVICES

The City of Cartersville is seeking a qualified aviation consulting firm to provide on-call engineering, architectural, and construction inspection/administration services under a five-year master agreement for the Cartersville Airport Capital Improvement Plan in Georgia. This solicitation is a Request for Qualifications only, meaning no cost, pricing, or fee information is permitted in submissions; selection will be based entirely on qualifications, including the firm’s experience with similar aviation projects, qualifications of key personnel, geographical proximity to the airport, familiarity with FAA and GDOT aviation programs, and proven performance on past assignments. The selected consultant will execute work through individual sub-agreements during the term of the master agreement, covering a broad range of infrastructure improvements such as airfield drainage, pavement and lighting upgrades, NAVAIDs and ILS enhancements, terminal and hangar construction, roadways and parking lots, fencing, security systems, obstruction removal, runway safety area improvements, and land acquisition. The project scope includes specific planned initiatives such as the West Apron Expansion, East Parallel Taxiway Phase 1, Airport Layout Plan update with 18B survey, and design for an East T-Hangar Taxiway and 10-unit T-Hangar building, all outlined in the FY 2027 through FY 2031 Capital Improvement Plan. Compliance with federal and state regulatory requirements is mandatory, including adherence to 49 CFR Part 26 for Disadvantaged Business Enterprise (DBE) utilization on federally funded projects exceeding $250,000, with all proposed DBE subcontractors required to be certified through the Georgia Uniform Certification Program; failure to meet DBE obligations constitutes a material breach subject to contract termination. The consultant must also comply with 49 USC § 47107(a)(17), 2 CFR § 200.320, and FAA Advisory Circular 150/5100-14 in the selection process and project execution. All engineering plans must be stamped by a licensed Professional Engineer in the State of Georgia.
