The consultant must hold current GDOT pre-qualification in Area Class No. 1.08 Airport Master Planning and be able to provide plans stamped by a licensed Professional Engineer in Georgia. All work must comply with federal regulations including 49 USC § 47107(a)(17), 2 CFR §200.320, FAA Advisory Circular 150/5100-14, and Georgia state laws, and must adhere to non-discrimination requirements prohibiting bias based on race, color, national origin, or sex. DBE utilization is mandatory for federally funded projects exceeding $250,000, requiring all participating DBE firms to be certified through the Georgia Uniform Certification Program; failure to meet DBE requirements constitutes a material breach subject to contract termination. Services will cover airport master planning, noise compatibility, environmental assessments, data collection, aviation forecasting, facility requirements determination, airfield modeling, layout planning, compatible land-use studies, and site selection. Work is limited to the projects listed in the attached 1350 VPC 2027_2029 CIP sheet, with individual task orders negotiated under the Master Agreement. Proposals must be submitted in four sealed copies, no more than twenty-five pages, single-sided on 8.5” x 11” paper, delivered by July 30, 2026, at 2:00 pm to the City’s PO Box in Cartersville, clearly labeled with the RFQ title. Unauthorized communication with city officials or airport authority members will result in immediate disqualification, and consultants may request a site visit prior to submission.
