The City of Paso Robles is seeking qualified consultants to deliver comprehensive planning services for the development of a new Parks and Recreation Master Plan and the update of the Parks and Recreation Element within the City’s General Plan, aiming to guide park system development for the next 20 years. The consultant will conduct an assessment of existing facilities, perform community outreach to identify service gaps and public needs, and produce a prioritized, financially feasible action plan for park improvements, land acquisitions, and programming enhancements. The updated General Plan Element must align with state requirements under the California Government Code and incorporate contemporary goals, policies, and implementation strategies consistent with adopted city plans, including the 2003 Parks and Recreation Element and the Bicycle and Pedestrian Master Plan. The anticipated budget is $200,000, inclusive of all direct and indirect costs, with payments made monthly upon submission of detailed invoices within 30 days of receipt. The consultant must maintain professional liability and commercial general liability insurance, indemnify the City against claims arising from their work, ensure compliance with all applicable laws and Cal/OSHA standards, and cannot assign the contract without prior written consent. All deliverables must be provided in editable digital formats and print-ready PDFs, and the Consultant is required to submit staff qualifications, references, and disclosures as part of the proposal package.
