The Town of Ithaca is seeking qualifications from experienced professional consulting firms to update the Forest Home Traffic Calming Plan, focusing on improving transportation safety, connectivity, and multimodal access within the Forest Home neighborhood in Tompkins County, New York. This initiative is a collaborative effort involving the Forest Home Improvement Association and other stakeholders and aligns with the Town's Complete Streets and Vision Zero policies. The updated plan aims to develop practical strategies and concept-level designs that enhance safety and mobility for pedestrians, bicyclists, and vehicles, while also addressing connectivity gaps and access management. The Plan is intended to support ongoing community development and economic initiatives by promoting active transportation and better integrating with key regional assets such as Cornell University. Prior transportation planning efforts and infrastructure priorities form a foundation for this update. The RFQ issued on October 27, 2025, requests teams with expertise in transportation planning, engineering, landscape architecture, and public engagement. Proposals will be evaluated primarily on team qualifications (50%), technical qualifications (40%), and firm qualifications (10%), emphasizing relevant experience, local knowledge in Tompkins County or upstate New York, and the technical approach rather than price. No socioeconomic set-asides apply, and firms must certify they are not debarred. The contract will be executed as a consulting agreement, anticipated to begin in February 2026, with the submission deadline on January 9, 2026. Deliverables include a comprehensive report, revised traffic calming strategies, and public engagement documentation. The project does not involve federal FAR clauses but requires insurance coverage and organizational conflict of interest certifications. Submissions must be concise, digitally formatted PDFs, including organizational charts, resumes, project lists, and availability statements, submitted electronically to the Town’s Planning Department. The final plan will guide improvements to support safe, accessible, and sustainable transportation within the Forest Home neighborhood and contribute to the broader transportation network in the region.

The Town of Ithaca, with the participation of the Forest Home Improvement Association (FHIA) and other interested stakeholders, intends to engage active transportation consultants with the capacity to provide planning and engineering services – as well as community relations support services and agency strategic guidance – for the Forest Home neighborhood in accordance with the Town’s Complete Streets policy (April 15, 2015) and Vision Zero policy (June 9, 2025). The purpose of this Forest Home Traffic Calming Plan Update is to develop practicable strategies and recommendations to alleviate traffic impacts within the study area, while improving connectivity, mobility, safety, and access for pedestrians, bicycles, and vehicles. The goals of the Plan are to adapt the transportation network to provide safe access for all users; prioritize pedestrian and bicycle links between key transportation assets and destinations; promote active transportation and a multi-modal system integrated with neighboring anchor institution Cornell University. The Plan will build on previous efforts by identifying connectivity gaps in the town’s transportation network, recommending improvements to existing streets and intersections, considering access management strategies, and providing concept-level designs to better connect streets, trails, and sidewalks. The Plan will provide the town with a strategy for balancing safety, accessibility, residential quality of life, and mobility concerns with the need to support ongoing economic and community development initiatives.
