Professional Support Services For The D4 Traffic Controller System

The City of Stockton is soliciting proposals for a five-year professional services contract to support its D4 traffic signal controller software, managing over 300 traffic signals and HAWK beacons. The selected firm will be responsible for D4 maintenance and updates, providing access to D4 Utilities software with over-the-air updates, and offering comprehensive user support including 24-hour email access and phone support from 8 AM to 4 PM PST, Monday through Friday. Additional requirements include biennial in-person training, annual remote training on new features, and acting as a communication liaison to Advanced Traffic Solutions, LLC for software fixes and feature requests. Qualified firms must demonstrate expertise in D4, signal operation and timing, NEMA traffic signal cabinets, and specific hardware such as McCain EX2 and Siemens/Yunex M60 controllers. This is a cost and qualification-based selection process where proposals are evaluated by a Selection Committee based on experience, strength, and ability to perform the work. Proposals must be submitted electronically by October 9, 2026, and are limited to 15 pages. Required documentation includes a detailed work plan, three client references, a separate cost proposal, and certifications regarding Title VI, the ADA, and DIR registration. The contract requires the consultant to maintain a City of Stockton business license and adhere to professional quality control standards. Payments will be issued on a monthly basis upon approval of invoices.
