This indefinite delivery/indefinite quantity contract is exclusively set aside for certified 8(a) small businesses under NAICS code 541990, with a size standard of $19.5 million, and is issued by NAVFAC Atlantic under solicitation N6247026R0013. The contract provides professional support services across a broad spectrum of engineering, architectural, construction, and planning functions to support shore facilities within the NAVFAC Atlantic Area of Responsibility, including key locations in Portsmouth, Virginia, and Kittery, Maine, as well as other domestic and overseas sites. Services encompass civil, structural, electrical, mechanical, geotechnical, fire protection, and landscape architecture disciplines, along with specialized roles including construction managers, schedulers, cost engineers, program analysts, and IT developers, all delivered as non-personal services in compliance with FAR 37.101 and prohibitions under FAR Parts 7.5 and 37.1. The base contract period lasts one year from the award date with four one-year option periods, totaling a maximum performance duration of 60 months. The contractor must provide fully burdened direct labor rates that include profit, with no indirect rate markups permitted for subcontractors, travel, or other direct costs, and travel expenses must adhere to DoD Joint Travel Regulations without profit inclusion. The contract prohibits per diem reimbursement for commutes beyond 50 miles and requires all personnel to speak, read, and comprehend English to perform duties and comply with emergency procedures.
