The fiscal year 2004 Defense Appropriations Act allocates $85 million to the Department of Defense Prostate Cancer Research Program (PCRP) to fund innovative efforts aimed at eliminating prostate cancer. Administered by the US Army Medical Research and Materiel Command through the Office of the Congressionally Directed Medical Research Programs, the PCRP has issued Program Announcements for ten different funding mechanisms. Several awards, including the Exploration-Hypothesis Development, Idea Development, New Investigator, and Postdoctoral Traineeship, were announced on November 21, 2003, with proposal submissions due by February 10, 2004. Other opportunities, such as the Historically Black Colleges and Universities (HBCU) Undergraduate Collaborative Summer Training Program Award, were also released on the same date but have a submission deadline of June 15, 2004. Additional awards, including the Physician Research Training Award and the HBCU Collaborative Partnership Award, are scheduled for release around December 1, 2003, with the same June 15 deadline. A notable new funding mechanism in FY04 is the HBCU Undergraduate Collaborative Summer Training Program Award, designed to develop summer training programs for HBCU students while fostering partnerships between host institutions with strong prostate cancer research programs and HBCUs. Detailed descriptions of each funding opportunity, along with evaluation criteria and submission requirements, are available through the PCRP Program Announcements on the CDMRP website. Applicants must submit proposals electronically in PDF format, and the website also provides comprehensive information about PCRP, past awardees, and related programs. Questions or clarifications can be directed to the CDMRP via phone, fax, or email.

Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.
