On August 1, 2014, the Defense Health Agency issued contract modification P00003 to contract HT0011-14-C-0010, extending the period of performance for program management support services for the Defense Healthcare Management System (DHMS). Awarded to Technatomy Corporation under FAR 6.302-1 (a) (2) (iii), the modification extended services for 2.5 months, moving the expiration date from August 3, 2014, to October 15, 2014. This extension was necessary to maintain continuity of support for the DHMS PEO while a follow-on contract progressed through the acquisition phases, avoiding substantial duplication of costs and schedule delays that would result from transitioning to a new contractor. The modification was awarded as a non-competitive action due to Technatomy Corporation's extensive project knowledge and highly integrated services. The award amount for this specific modification was 3,271,760.13, bringing the total contract value to 8,179,831.40. All other terms and conditions of the original award remained unchanged. The contract falls under NAICS code 561499 and was managed by the Department of Defense in Falls Church, Virginia.

On August 1st , 2014, the Defense Health Agency issued a contract modification P00003 to extend the period of performance for 2.5 months to contract HT0011-14-C-0010 for program management support services in support of task related to the Defense Healthcare Management System (DHMS). HT0011-14-C-0011 was awarded under FAR 6.302-1 (a) (2) (iii). The justification for other than full and open competition was and continues to be on the highly integrated service provided by the incumbent contractor, Technatomy Corporation, and their extensive knowledge of the project. If another contractor were to try to assume these responsibilities without a proper ramp-up opportunity, there would be a substantial duplication of cost to gain the same level of project knowledge as Technatomy Corporation and a serious impact to schedule due to time required to ramp-up HT0011-14-C-0010 was scheduled to expire on August 3rd, 2014. This modification provides for a continuation of those services for an additional 2.5 months to allow for continued support to the DHMS PEO while the follow-on contract is processing through the acquisition phases. The award amount was $3,271,760.13. All other terms and conditions remained unchanged and determined by the Government to be within the scope of the original award. The Technatomy has successfully fulfilled the requirements on the original award and the continuity of support services is essential to support DHMS mission and objectives until a follow-on contract can be awarded.
