The Department of Defense's Naval Supply Systems Command, Fleet Logistics Center Jacksonville, plans to award a sole-source contract to General Dynamics Information Technology Inc. (GDIT) for programming support services under Simplified Acquisition Procedures. GDIT is uniquely positioned to provide these services due to their role as the developer of the Government-owned Employee Master Maintenance Application (EMMA), a critical system located at Fleet Readiness Center Southeast (FRCSE). EMMA is the sole training system used onboard FRCSE for tracking mandatory training and qualifications of artisans, making its maintenance and timely updates essential. The contract includes updating, repairing, and maintaining the EMMA system and requires the service provider to maintain a test server identical to FRCSE’s system for efficient real-time testing and rapid turnaround of programming and database fixes. The contract falls under the NAICS code 541511 for Custom Computer Programming Services, with a small business size standard of $25.7 million. While this notice serves primarily to inform, all capable sources interested in providing these services must respond in writing with compelling evidence of their ability to meet the requirements. Responses help determine if awarding the contract as a sole-source is justified. If no suitable alternative providers respond within 10 calendar days of this notice's publication, the sole-source award to GDIT will proceed. Interested parties are instructed to send responses to the designated Navy contact via email.

Full Description

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to General Dynamics Information Technology (GDIT) Inc. for programming support services. GDIT Inc. is the only source that can provide these services due to their development of the Government owned program, Employee Master Maintenance Application (EMMA). The intended service is to update, repair, and maintain the EMMA System located at FRCSE. This system is the only training system onboard FRCSE and is used to track mandatory/required training needed to satisfy qualification stamps and skills obtained by artisans. In order to accurately support this requirement, the service provider must have its own test server that completely mirrors the Fleet Readiness Center Southeast (FRCSE)’s system which will allow for real time testing and fast turnaround time for needed programming and database repairs. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 541511 Custom Computer Programming Services, with a size standard of $25.7M. This notice of intent is for information purposes only. All sources eligible to provide these services must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide these services as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 10 calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made. Response to this notice is to be sent to contact@example.gov.
