NAVFAC Pacific is conducting a market survey to gather feedback from the construction community on the potential use of Project Labor Agreements (PLAs) for a significant housing construction project at Andersen Air Force Base in Guam. The project involves building 63 one-story duplex buildings, totaling 126 family housing units, designed to replace existing outdated structures. These new duplexes, constructed primarily of reinforced concrete elements to withstand Guam's typhoon conditions and seismic activity, will feature a mix of three- and four-bedroom units built with hot, humid design principles tailored to the local environment. The construction is planned as a design/bid/build project with an estimated value between $25 million and $100 million, and a period of performance of approximately 835 calendar days. Prime contractors are required to self-perform at least 20% of the work. The inquiry emphasizes the use of PLAs, which are pre-hire collective bargaining agreements setting employment terms for specific projects, as endorsed by federal policy to promote efficiency, labor-management stability, and compliance with safety and employment standards. Although this survey does not represent a solicitation or contractual obligation, it seeks input on the feasibility and benefits of applying a PLA to this project in accordance with Executive Order 13502 and relevant FAR clauses. The government invites comments and completed project details from interested parties by the specified deadline, assuring confidentiality and clarifying that no contract awards or reimbursements will result from this inquiry. This market research will inform any future procurement decisions, with a formal solicitation potentially following based on the responses received.

Full Description

This is a Project Labor Agreement survey only. This is not a request for proposal, request for quote, or invitation for bid. There will not be a solicitation, specification, or drawing available at this time. NAVFAC Pacific is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for the titled project above. Project Description: This project proposes to construct 63 one-story duplex buildings (126 housing units total) of reinforced concrete and/or pre-cast reinforced concrete typhoon shelter/housing structures. The 63 new duplex buildings replace an equivalent number (of old housing units to be demolished) with 100 three-bedroom and 26 four-bedroom family housing units. The new housing units are to be designed vent-less and using hot humid design principles that apply to the Guam environment. These housing unit structures are to be built with reinforced concrete foundations, concrete floors, concrete walls, and concrete sloped roofs designed for 170 mph wind speed, exposure D, to withstand Guams frequent typhoons. The structures will also be constructed for Zone 4 seismic conditions. As a safety issue, service members and their families will take shelter in these housing units during typhoons. This is a design/bid/build project. NAICS Code: 236116 – New Multi-Family Housing Construction. The magnitude of construction for this project is anticipated to be between $25,000,000.00 and $100,000,000.00. Prime Contractors must self-perform at least 20% of the work. The period of performance is anticipated to be approximately 835 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) Policy states: Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with law. Reference is made to provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement, and to clause, FAR 52.222-34 Project Labor Agreement. In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs for this project. Of particular interest to the Government requests completion of the attached Project Details. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holders’ list. After review of the responses to this synopsis, a pre-solicitation announcement will be published in the Federal Business Opportunities (FedBizOps) if the Government intends to proceed with the procurement of this project. The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. The construction community is invited to answer and comment on the use of a PLA for the above titled project. Responses shall be submitted via email to Ann Saki-Eli at contact@example.gov no later than 10:00 a.m. (HST) on 6 February 2017.

Solicitation # 20261028031
The City of Davis is soliciting proposals for the Pacifico Affordable Housing Development to develop a 1.53-acre site located in Davis, California. The project scope involves the lease or purchase of the site and the implementation of one of three conceptual designs: rehabilitation using existing floorplans, rehabilitation using existing building envelopes, or complete demolition and new construction. Proposals will be evaluated based on the City's sole discretion to determine the most advantageous offer, noting that the lowest cost submission will not necessarily be accepted. Applicants must meet strict minimum qualifications, including specific project experience for the developer, owner, property manager, and resident services provider, with requirements for projects of at least 30 units and specific experience in Northern California. Developers are expected to secure their own financing through state, federal, regional, and private sources, such as LIHTC and AHSC, as the City does not plan to subsidize the property. The technical proposal must include a signed cover letter, a detailed project vision, and a financing narrative. University Station Residential ProjectThe University Station Residential Project is a development initiative by the City of Santa Clara and Bixby Land Company to transform a site in Santa Clara, California, by demolishing four office buildings and two parking garages. The project will replace these structures with a new five-story building containing up to 297 multi-family residential units and 111 three-story townhouse units distributed across 26 buildings. The project is subject to extensive environmental oversight under the California Environmental Quality Act, with a Final Environmental Impact Report certified in August 2026. Key regulatory requirements include the implementation of mitigation measures for biological and cultural resources, such as protecting nesting birds and conducting archaeological monitoring with Native American monitors. The project must also adhere to strict standards for floodplain management, stormwater runoff, ADA compliance, and transportation demand management. While the project is listed as a forecast with a posted date of September 25, 2026, it is managed as a land-use and planning effort rather than a federal procurement contract, and as such, it does not contain FAR clauses or federal pricing structures.
