Project Manager: Sensory Performance and Touring Production

The State of Hawaii, through the State Foundation on Culture and the Arts, is seeking a Project Manager to develop and implement an immersive multisensory installation at Capitol Modern, designed to support sensory-based performances for neurodivergent youth, including those on the autism spectrum, as well as infants, caregivers, and kūpuna. The project begins with a touring performance for preschool-aged children that will be adapted into an immersive experience within a smaller gallery space, requiring coordinated design, production, and implementation across multiple islands. The selected contractor must co-design the installation, develop a tailored soundscape and social story for visitors, manage the touring production schedule, oversee setup and teardown of the installation, and create an accompanying education guide. Key deliverables include a multi-island touring production, the final immersive experience, scheduling meetings, and a comprehensive final report detailing the number of individuals served across the state. The contract is a firm-fixed price agreement with a maximum value of $100,000 for a 12-month initial term running from July 20, 2026, to July 19, 2027, with the potential for six additional year-long extensions by mutual written agreement. Evaluation of proposals will prioritize Management Approach and Key Personnel Experience (50% weight), followed by Past Performance and Experience (30%), and Price Reasonableness and Realism (20%), with scoring on a 0-to-5 scale where 5 represents excellence and added value beyond requirements. Offerors must submit proposals electronically via the Hawaii Electronic Procurement System by July 10, 2026, at 2:00 p.m. HST, adhering to strict formatting rules including 12-point Arial font, a table of contents, and completion of all required offer forms signed in ink. Compliance with State of Hawaii regulations is mandatory, including tax clearance, labor compliance, and good standing certificates from relevant departments, all current within six months of submission. Contractors must provide liability insurance prior to performance, ensure all personnel meet professional licensing and nondiscrimination standards, and adhere to strict timelines for subcontractor payments and records retention for three years after final payment.
