AI Contract Overview
This procurement under solicitation number 12363N26Q4160 is a combined synopsis and solicitation for commercial items issued under FAR Part 12 for the Promenade Park Stewardship Integrated Resource Service Contract, managed by the USDA Forest Service’s Stewardship Contracting Branch. The project utilizes stewardship contracting authority under 16 USC 6591c to restore forest health and resiliency across 1,024 acres within recent wildfire footprints, focusing on reducing hazardous fuels, removing dead and damaged timber, maintaining and reconstructing timber haul roads, and protecting remnant green stands unaffected by the Park Fire. Award will be made exclusively to current holders of the R5 Pacific Southwest Stewardship Blanket Purchase Agreement; only BPA holders are eligible to submit quotes, and all non-BPA offerors will be rejected without evaluation. The acquisition is a total small business set-aside under NAICS code 113310 (Logging) with a 500-employee size standard, and all quotes must be submitted electronically as two separate volumes: a price proposal and a technical proposal that explicitly excludes cost references. The technical proposal will be evaluated based on the contractor’s approach to achieving ecosystem restoration, fuels reduction, and resource protection goals, while price is assessed for material imbalance and potential best value, allowing award to the most advantageous offer even if not the lowest priced. Contractual obligations include compliance with detailed specifications in Appendices A through D for timber removal, road maintenance, and reconstruction, including strict marking and branding requirements under B6.842: all timber eight feet or longer and one-third or more sound must be either hammer branded or painted with at least three square inches of highway-yellow paint on each end seven inches or greater in diameter. Work must commence within ten calendar days of the Notice to Proceed and be fully completed, including final site cleanup, no later than December 31, 2028. The contractor must designate key personnel including an Overall Project Manager and Logging Supervisor, with substitutions restricted during the first 90 days unless due to death, illness, or termination. All work must meet minimum Acceptable Quality Levels—95% for cutting, skidding, decking, and road maintenance; 100% for timber removal and road reconstruction—with non-compliance potentially leading to reduced payment or contract termination for cause. Pricing must be provided for all line items, with a minimum acceptable offer of $0.10 per
