This solicitation, FA460826QS011, seeks proposals for a Blanket Purchase Agreement (BPA) to provide comprehensive propane gas and delivery services at Barksdale Air Force Base, Louisiana, under a total small business set-aside. The requirement covers the supply of propane in cylinders and liquid form for storage tanks, replacement of nitrogen cartridges, annual and emergency inspections of government-owned propane tanks and associated infrastructure—including lines, valves, and meters—and emergency response services during business hours. Performance is on-demand with a minimum seven-day notice for refills, and all work must comply with OSHA standards, industry best practices, and DoD security protocols. Offerors must submit a technical plan of no more than two pages alongside a complete quote and SAM UEI number, with submissions accepted only via email by 9:00 AM CDT on May 11, 2026. The contract includes firm-fixed-price items for a propane tank, fill valve, and high-pressure regulator, and a variable line item for seasonal propane delivery priced against the OPIS Mont Belvieu index plus a bidder-submitted differential. The government retains the right to award SOME, NONE, or ALL services based on funding and operational needs and may cancel the solicitation without obligation to reimburse offerors. Award will be determined through a best-value trade-off process considering both price and technical factors, with evaluations conducted on the three lowest-priced offers. Technical assessments will focus on responsiveness, compliance with the Statement of Work, and the ability to deliver uninterrupted service for critical operations, including Explosive Ordnance Disposal. Offerors must comply with numerous FAR and DFARS clauses covering payment systems, cybersecurity, labor standards, human rights, and procurement integrity, and must adhere to MIL-STD-130 for unique item identification when marking government-furnished equipment. All invoices must be processed through the Wide Area WorkFlow system, and contractors are responsible for transportation, delivery, and risk of loss from origin to the EOD facility at Building 7625. The contractor must maintain adequate staffing and licensing to ensure continuous service, submit detailed inspection reports including repair estimates and justifications, and assume liability for any damage to government property caused during performance. No contract value is specified, as pricing is contingent upon submission and evaluation, and no funding ceiling is established at this time.
