The Housing Authority of Washington County (HAWC) is committed to increasing the availability of affordable housing to combat poverty and enhance community well-being. Governed by a seven-member Board of Directors, HAWC owns a diverse portfolio of multifamily properties across Washington County, many of which are financed through bonds or RLRA/PBV programs. Most units are restricted to households earning at or below 60% of the Area Median Income (AMI), with current rents below that threshold, and plans are in place to gradually align rents with 60% AMI through annual increases and immediate adjustments upon unit turnover. Built between the 1960s and 1990s, these properties are part of a strategic long-term asset management plan, which may include repositioning some assets into tax credit properties to attract additional capital investments, ensuring the preservation of affordable housing in the region. The contract for Property Management Services, identified under solicitation number 2024.064 RFP, seeks a certified management agent with proven experience in LIHTC, HUD, Rural Development, and PSH programs, and certification from HUD, Oregon Housing and Community Services, and Rural Development. The scope involves managing properties with a contract value estimated between $500,000 and $2 million, supporting the ongoing operation and maintenance of the portfolio. Interested parties are directed to contact Suzi Fulcher via email or phone for further details and can access the procurement portal for additional information. This initiative underscores HAWC’s focus on professional management to sustain and enhance its affordable housing assets for the community.

The Housing Authority of Washington County (HAWC) mission is to expand the supply of affordable housing to break the cycle of poverty while improving the quality of life for the entire community. HAWC is governed by a seven-member Board of Directors and is a public agency supported by taxpayers.HAWC is the legal entity that owns properties, and the Department of Housing Services (DHS) is the County agency that operates the programs, works with developers and provides services to meet the housing needs of low-income people in Washington County. The HAWC owns a large and diverse portfolio of multifamily properties located throughout Washington County. A complete list of the portfolio is available on the Internet at the following address:  http://www.co.washington.or.us/deptmts/hse serv/aff hous.htmThis portion of the affordable housing portfolio is a collection of bond or RLRA/PBV financed properties distributed throughout Washington County. Most of the units are restricted at 60% AMI at admission, but the current rents are below that rate.  Over the next two years, HAWC expects that all rent levels will be brought up to 60% AMI through reasonable yearly rent increase and immediate rent changes at unit turn-over. The buildings were built between the 1960s and 1990. HAWC will also be looking at a long-term asset management plan to preserve this affordable portfolio for the County.  This could involve re-positioning some of the assets into tax credit properties for the purposes of leveraging capital investments.Contractor must be a certified management agent per HUD, Oregon Housing and Community Services, and Rural Development . The managing agent must have experience in LIHTC, HUD, Rural Development, and PSH.
