Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

The Harm Reduction Services Branch (HRSB) coordinates statewide efforts to address viral hepatitis, HIV, and sexually transmitted infections. To improve accessibility of STI, HIV, and Hepatitis C testing, HRSB is requesting proposals from qualified applicants to provide services to implement the STI and HIV Self-Testing Program. Self-testing allows people to take an HIV or STI test at a place and during a time most comfortable for them. This program will decrease barriers individuals may face to getting tested for HIV and STIs on a regular basis. This program will work in conjunction with existing testing efforts to provide an additional testing option for community. Focus populations to be served: Men who have sex with men and transgender individuals who frequent social media apps such as Grindr, Scruff, Sniffies, etc. See attached Scope of Work for service specifications and requirements.
